LLP&RD Chairman's Report

Spring 2011

The last sliver of ice melted on April 20, however the cold wet spring has kept the water temperature in Legend Lake cold. The cold water delayed the chemical treatment for curly leaf pond weed and Eurasian Water Milfoil (EWM). The first treatment was done on May 17th and 18th where the water temperature was high enough for the treatment to be effective. The final spring treatment will be May 24th . All chemical treatments are to be done by May 31st by a directive from the WDNR unless an extension is granted because of certain circumstances.

Tom Ittner is the Lake District Lake Manager. He replaces James Skomski who retired after doing an outstanding job looking after many of the District’s interests. Tom has taken on the job of doing the chemical testing gathering samples and other information for the DNR water quality program.

Rhode Nelson sold his home on Legend Lake and will be moving soon. Rhode’s may talents will be missed. As a member of the District’s Communication Committee he devoted many volunteer hours developing and managing the official web site. As a Boating Safety Instructor, Rhode was a teacher supreme. In his tenure only one student failed to pass the Boating Safety Test. His dynamitic presentations to the class kept the attention of the students. The instructors that will teach the class this year have some big shoes to fill.

Much of the attention of the District Commissioners has been focused on the Inspection, Operation and Maintenance (IOM)manuals for Dam #1 and Dam #3. The manuals include a brief history of each dam, changes and repairs, things to check when inspecting, the dam inspector’s check list, a list people to contact if anyone notices a change in the dams emergency phone numbers, contractors, maps, pictures, and other important information. The updated IOM for Dam #3 is done and has been approved by the DNR. Work on the IOM for Dam #1 will be completed soon.

Spotted nap weed is a shallow rooted plant that kills out the deeper rooted grass protecting the dam from erosion. The infestation of spotted nap weed on Dam #3 shows signs of abating. The program to eradicate spotted nap weed is in conjunction with Jeremy Johnson, County Conservationist. Jeremy supplies the chemicals and sprayers, with the District’ workers help with the treatment. Besides spraying the weed is also hand pulled.

Personal water craft (PWC) are being operated by the sheriff’s department. During the break-in period of the PWC’s one ticket was issued. When the members present at the LLPRD Annual Meeting amended the budget to support the PWC patrol they made it clear people have had enough warnings. It is time to hand out tickets. Sheriff Summers told the District Commissioners that more tickets will be issued this summer. Property owners and outsiders have been violating without penalty for too long. The main complaint is the speeding in channels. SLOW NO WAKE MEANS A SLOW AS THE VEHICLE CAN BE KEPT UNDER CONTROL. Obey the law - save your money for gas.

Mark your calendars the Legend Lake Protection and Rehabilitation District Annual Meeting is August 13, 2011. You must be present to vote to elect Commissioners and approve the budget. Two Commissioners are to be elected.
